STA. CRUZ, Davao del Sur (PNA) – Two more run-of-river hydropower plants will be developed by hydropower generation forerunner Hedcor Sibulan, Inc. (HIS) here, in response to the power situation in Mindanao.

Hedcor vice president for business development Gregorio Jabonillo said the two hydropower plants will be developed at Sitio Tudaya in Barangay Sibulan tapping the Baroring and Sibulan Rivers and in the villages of Astorga and Jose Rizal tapping the Sibulan River.

Jabonillo said these two projects were endorsed by this municipality during the recently held 11th regular session of the Sangguniang Bayan.

The proposal was also previously given a “go signal” by its host communities, the village councils of Astorga and Jose Rizal and their respective tribal councils, namely the Municipal Tribal Council and Tribal Councils of Upper Tudaya and Jose Rizal, he said.

Jabonillo said the proposed expansion is in response to the current power situation and the impending power crisis in Mindanao, where both Davao del Sur and Davao City are much affected.

“We thank the host communities for welcoming the project. However, this is just the beginning of a long process of putting up a hydropower plant. Permits from the provincial council and other concerned government agencies are still to be tackled,” Jabonillo said.

Aside from additional clean energy generation capacity of the project to its stakeholders, the project promises more social and environmental benefits to its host communities through its corporate social responsibility programs.

HSI is a wholly-owned subsidiary of AboitizPower. It is similar to its sister company Hedcor, Inc., is known as partner of choice in the communities.

Meanwhile, HSI was granted recently by the Energy Regulatory Commission (ERC) a certificate of compliance (CoC) for the operation of its 25-megawatt Hydropower Plant B upstream Sibulan River in Sta. Cruz.

The certificate is a requirement for any power generating facility before commercial operations.

“Hedcor Sibulan Plant B is a welcome addition to the supply of electricity in Mindanao,” ERC chairperson Zenaida Cruz-Ducut said.

Smith narrates his expedition with several scientists from the mining division of the Bureau of Science to the island of Mindanao and the Sulu Archipelago, that aims to accomplish the rapid geological reconnaissance of the islands, examine several areas likely to prove of economic interest, sketch topographic routes, and secure information about the prospectors' work in the field. I. INTRODUCTION.

The Mining Bureau of the Philippine Islands, and subsequently the division of mines of the Bureau of Science, has now been in existence approximately ten years and during this time its scientific employees have visited nearly every part of Luzon and the Visayas, but up to the present the large southern island of Mindanao has been neglected. The reason for this is two-fold; work was necessary in other and more important fields and only recently have conditions been such that travel in the greater part of Mindanao has been possible without a regiment of soldiers, although even now it is necessary in many places to take a detachment of from three to twenty men, as the Moros are still disturbing the peace in certain quarters.

One or two localities on the coast were visited by members of the Cuerpo de Ingenieros de Minas during the Spanish régime and I shall allude more fully to their work in the following pages.

The existing dearth of information in regard to this island led me, as chief of the division of mines of the Bureau of Science, to undertake a general reconnaissance of Mindanao and the Sulu group. Such a general view is necessary for planning future systematic and more detailed study. The secessionist Moro Islamic Liberation Front (MILF) said that the Organization of the Islamic Conference (OIC) should help the millions of displaced Moros by sending a development team to war-torn areas in the southern Philippines.

In a statement posted on the group's website Tuesday, MILF political affairs vice chair Ghadzali Jaafar said the team would cater to the 9 million Moros displaced in marginalized areas due to the group's ongoing conflict with the government.

The OIC is an association of some 57 Islamic states "promoting Muslim solidarity in economic, social, and political affairs."

“Please send the team immediately, so that the difficulties faced by our people will ease a little while we strive to make it better and better," Jaafar said.

"The OIC, as a body, is a little late in providing assistance to the people in Mindanao, while non-Muslim countries are already here in Mindanao," he said, referring to humanitarian aid groups from the US, Malaysia, Japan, Australia, United Kingdom, Canada, Turkey, and the European Union.

The MILF leader also criticized the "Manila government" for its supposed oppressive and exploitative policies, as well as the lack of assistance from other Muslim sates and institutions.

GMANews.TV tried to reach Malacañang deputy spokesperson Gary Olivar for comment, but he could not be reached as of posting time.

Last May, leaders of the MILF and the Moro National Liberation Front (MNLF) met with the OIC leaders in Tajikistan, on the sidelines of the 37th Session of the Council of Foreign Ministers.

"The chairmen of the two fronts, Prof. Nur Misuari, chairman of MNLF, and Haj Murad Ibrahim, chairman of MILF, have agreed to enhance the cooperation and coordination among them, and to create a mechanism for that purpose with the technical help from the OIC General Secretariat. A second meeting between them will be held in the near future to lay down the details of that mechanism," the OIC said.

Phivolcs: 5.8 quake jolts Mindanao, no damage reported

ZAMBOANGA CITY, Philippines -- A magnitude-5.8 earthquake hit Cotabato late yesterday and shook vast Mindanao areas but reported no damaged, an official of the Philippine Institute Volcanology and Seismology (Phivolcs) said.

Engr. Allan Labayog, Phivolcs monitoring officer, said based on their latest report under Bulletin No. 3, the epicenter of the quake that struck about 6:15p.m was located 68 kilometers southwest off Cotabato City with a depth of 34 kilometers. The tremor was felt as far as Indanan and Jolo towns in Sulu with an intensity 1.

Labayog said the quake was felt at intensity 5 in the cities of Pagadian in Zamboanga del Sur, and in Cotabato.

He said based on the Phivolcs Earthquake Intensity Scale, intensity 4 which is described to be moderately strong was felt in Isulan, Matutum, South Cotabato; Pikit, Koronadal, and Midsayap North Cotabato;

A strong quake was felt in a wide area in Mindanao yesterday evening, but Philippine Institute of Volcanology and Seismology (Phivolcs) said it had yet to receive reports of damages caused by the tremor.


Labayog said intensity 3 was felt in the areas of Zamboanga City; Matalam, North Cotabato; Cagayan de Oro City, General Santos City, and Ozamis; Marawi City; Matanar, Davao del Sur; and in Kiamba, Sarangani. Intensity 2 in Kidapawan, Makilala in North Cotabato; Dipolog City, Davao City, Isabela City in Basilan, Valencia in Bukidnon, and in Iligan City.

"So far we have not received any report of damage," Labayog said, citing that the tremor, described to be movements of tectonic plates, was deep.

But he said due to the site condition of the places, a different intensity was felt from many areas.

The Phivolcs official said Mindanao has two earthquake generators identified as the Cotabato trench and the Mindanao fault.
